Why would he think he has a right to change the 10 Commandments ? I'm speachless !

Obviously this guy needs to rethink his comments. Steeling is ALWAYS wrong. That being said, we are commanded to ensure that basic necessities are provided to the poor.

Leviticus 23:22
" 'When you reap the harvest of your land, do not reap to the very edges of your field or gather the gleanings of your harvest. Leave them for the poor and the alien. I am the LORD your God.' "

What this guy is describing sounds like gleaning which is acceptable to God, but to call it steeling and giving people free rein to take as they see fit is clearly a violation of commandments.

I find it disturbing when people take biblical truths and twist the them just enough that it becomes sin. Its the very thing that Peter warns us about:

2 Peter 2:1
But there were also false prophets among the people, just as there will be false teachers among you. They will secretly introduce destructive heresies, even denying the sovereign Lord who bought them—bringing swift destruction on themselves.

Thankfully He has given us the gift of discernment :).
